7th Federal Congress on National Urban Development Policy
“Urban Energies – the Role of Business”
June 17 - 18, 2013

Ladies and Gentlemen,

The German Federal Ministry of Transport, Building and Urban Development, the Standing Conference of Federal State Ministers and Senators responsible for Urban Development, Building and Housing, the German Association of Cities, and the German Association of Towns and Municipalities cordially invite you to the 7th Federal Congress on National Urban Development Policy on June 17 – 18, 2013 in Mannheim and Ludwigshafen.

With the key topic “Business as Urban Energy”, the congress will take up the thread of the international conference in 2012 on “Urban Energies”, where the memorandum “Urban Energies – Urban Challenges” was resolved. This year’s congress will focus on the role of business in the city. This time, forms of cooperation and assuming responsibility for urban development processes will take center stage.

How can economic interests and sustainable urban development be harmonized? Can business play an active role in the participatory processes of civil society? What shape can durable alliances take that are beneficial to all involved and forged between equals?

Alongside the representatives of the German Federal Government, State Secretary Rainer Bomba, Parliamentary State Secretary Jan Mücke and Prof. Maria Böhmer, Minister of State to the Federal Chancellor, Dr. Carsten Kühl as the Deputy Chair of the Standing Conference of Federal State Ministers and Senators responsible for Urban Development, Building and Housing will describe the states’ position. The local authority view of things will be presented among others by Dr. Peter Kurz, Lord Mayor of the City of Mannheim, Dr. Eva Lohse, Lady Mayor of the City of Ludwigshafen/Rhein, Dr. Ulrich Maly, Lord Mayor of the City of Nuremberg and Deputy President of the German Association of Cities, and Roland Schäfer, First Vice President of the German Association of Towns and Municipalities. Other speakers include Rudolf Martin Siegers, Head of Siemens Germany, Richard Engelhorn, Engelhorn Mannheim, Prof. Dr. Jörg Knieling, HafenCity University Hamburg, and Sigurd Trommer, President of the Federal Chamber of German Architects. Among others, Zou Kota-Fredericks, Deputy Minister of Human Settlements, South Africa, and Mpho Franklyn Parks Tau, Executive Mayor of the City of Johannesburg, South Africa, will outline experiences outside Germany.

Representing the parliamentary parties, the following members of the German Bundestag will debate the issues: Heidrun Bluhm (Die Linke), Peter Götz (CDU), Bettina Herlitzius (Bündnis 90/Die Grünen), Ute Kumpf (SPD) and Petra Müller (FDP).

Furthermore, in five “Future Arenas” light will be shed on the prospects the city and business have for urban development.

Moreover, on the evening of June 17, 2013 exemplary commitment to urban development by civil foundations will be recognized with the award of the Bürgerstiftungs-Preis 2013 der Nationalen Stadtentwicklungspolitik. On the afternoon of June 18, 2013 there will be excursions to explore current urban development projects in the region.
